Did you do a custom install of FP 98 so none of it's default web servers
were installed?

BTW, using FP98 on WinXP Pro is "iffy". Many people have lots of problems,
as it really wasn't designed for XP.

The "better way" is to use a current version of FP that is designed for
WinXP.
