Can't connect to Server to create Subwebs

Hello~

I work for a small company. We have an exchange server
that hosts our website. Recently, we decided we needed
to add a secure section with usernames and passwords and
so we want to create subwebs. I have found and read in
many books how to do it - I just can't get that Tools-
Server option to become available. I have checked the
server adn we have the server extensions and IIS is
running - but for some reason when we get to the part of
connecting to the server I can't. I don't know if I am
opening my web wrong in front page because it is here in
the building and I am directly connected to the server or
what. The server can't even get to the Server
Administration Pages - it comes up that it can't find
it. Any help at all would be a miracle. Thank you.
