Permissions on web Sites on an SBS2003 Intranet

I have to Intranet sites on my SBS2003 network. I can open one of them
in FrontPage, but the other one always gives me a site not available
when I try to open it. When I open the IIS Manager, select the site I
can open in FrontPage, right click it, choose Permissions, I see just
five entries: Administrators, Interactive, Network, Network Service,
and System. In the one that does not open in FrontPage, in addition to
those five, there are a bunch of security groups--like
10.0.0.52Authors, 10.0.0.52Browsers, 10.0.0.52Admins, and Everyone. The
security groups had been empty. I populated them but it made no
difference for access. What can I do to return the permissions
management to FrontPage and make the site accessible to FrontPage.

The extensions are FPSE2002, and I am using FP2003 on the client
computer, with WinXP Pro as the OS.
