    Is the timestamp in a shared border? A lot of users run into this when they
    put the timestamp into a footer that's a shared border. Since the shared
    border itself hasn't changed then the timestamp doesn't. The timestamp
    itself isn't part of the server extensions, it's a bot that's set at design
    time. Basically when you edit the page it should be updated and isn't
    actually touched by the server extensions themselves.
