The problem might be with your ISP or whoever hosts your webpage. I tried setting up a website with Shaw, here in Canada, a number of times, only to be frustrated with my pages sometimes updating and sometimes not. One tech admitted that even though you might upload a new page version, the server only allowed the update at certain times during the day. Don't know if this was true or not, but when I signed up with Telus, just to get webspace, I found that my website updated within seconds. It might be the case with your ISP.

Thank you for your help. However i do not see how CSS could fix my issue if
manual HTML coding can not. Secondly, my site seems to have completely
stopped updating or centering the tables. I have reinstalled frontpage,
uninstalled and reinstalled the frontpage server extensions, checked and
rechecked my code, done multiple saves on my hard drive web pages, published
numerous times, and now i am completely confused as to what to do next. Any
help would be greatly appreciated.

i do not have any CSS styles on my site at the moment. I am wanting to get my
site's structure and layout right before i worry about the CSS styles. Right
now my site consists of a table structure and and background. So where would
