Using FTP to publish a form page that requires FrontPage extensions for processing is doomed to failure. If the extensions are installed, then you MUST use HTTP publishing, NEVER FTP. FTP will corrupt the extensions, and the code changes needed on the form page will not occur.
The 404 error received when requesting http://acemovingservice.com/_vti_inf.html indicates that FrontPage extensions are not installed. If extensions are installed, then ask your host to run a Server Health Check.

The web site is acemovingservice.com, sorry I put an s on it. The web host
has front page extension on it? I do not know why it does not work? I do
know to publish I have to use ftp? not the web page itself? I have to use
ftp because it keep asking for a usernamve and p/w which I do not know what
it is or why? I cannot get into the security because it is unaccessable? I
am getting frustrated?
