Frontpage reposition layer is not recognised as an update

Frontpage 2003 SP1 reposition layer (using positioning toolbar) is not
recognised as an update to the doc.

i.e if you close the doc, the change is lost - you are not prompted to save
- there is no * after doc name to show it has been updated.

NOTE - if you drag the layer then all is OK, it is only when repositioning
layer using positioning toolbar.
