Since you are opening a FTP site, which means there are no FP extensions, then there is no FP
configuration info available to be published back to your local machine. When FP publishes to a
server without the extensions, the configuration info for the site is not created (the extensions on
the server created the configuration files, as they are never published). You have to re-apply any
theme, re-build your navigation structure, redo any shared border or include pages, etc.
