Scroll bars and frames

I have set up a website using frames and this is my question: In the content
frame--the frame that changes according to which link in the navigation you
click on--the horizontal scroll bar appears for certain documents no matter
how far from the right I set the margins on the html page in FrontPage. I
would like to get rid of that horizontal scroll bar if possible. What might
be causing it to appear?
