I find it much easier to design my own tables and layouts, split and merge cells as needed without using the cumbersome Layout tables and cells provided by FrontPage. [1]I have occaisionaly started a page using a Layout table design, then removed all the layout comments and cell sizing from HTML view. This leaves a basic shape which can be moulded to whatever I want, but I find it easier to start from scratch. Sometimes the productivity features of FrontPage get in the way of productivity.
