You can not create a web site on the server with FP. A root web must be create with IIS and under
Windows XP Pro / IIS, you can on have a single root web, http://localhost, but you can then have a
many subwebs as you have space under the root web. When you as FP to create a web, would then create
a subweb under the root web, but if the default web is not running, then you have no root web.

The default web must be running, as it is the root web for localhost and the extensions.
