Frontpage 2000 - Security

Hi!
I'm using Frontpage 2000 for the first time running under Windows XP
Home.

I've created a web with a subweb and I want to restrict access to the
subweb. I've followed the Frontpage instructions (via Help) by setting
up registration screen, the regdb.txt in the private folder, etc., but I
don't seem to be able to set up the security permissions as the security
option is greyed-out on the tools measure. This is true for both the
parent and the subweb.

Can anyone advise as to why it is greyed-out, what I might be doing
wrong or offer any other advice?
