Please check your previous post, there have already been several
replies.
It's a Windows system file. Basically, if you open a folder in Windows
Explorer (or any open/save dialog) that is set to view thumbnails this file
is generated. Essentially it is a system database of the thumbnails of all
the photos in a directory. If you delete it, you need to make sure that you
aren't in thumbnail view of the directory. Anytime you view the directory in
thumbnail view it will re-create this file though.
