more frames trouble

Sorry - I am just getting the hang of frames ....

Once again depending on what screen resolution I am looking at I see
mixed results for the 3 framed webpage I have made.

If I work at around 800 x 600 my 3 frames are fine and all sit on top
of each other without any large gaps

As I view the webpage on large 21" monitors with higher resolution -
say 1280 x 1024 - the gap between the middle and bottom frame is large
with my line of text in the bottom frame a few inches away from the
bottom of the middle frame.

Can I get around this? Any help most appreciated.
