In FP2002 (and FP2000) the FPtemp dir was in the %userprofile%\Local
Settings\temp folder, not in Temporary Internet Files.
Try logging on with a different account (with Admin. rights), then browse to
the Temporary Internet Files folder in the profile for your present account.

This is a Windows thing, nothing to do with FP extensions; there are no
FP2003 extensions.
