When publishing web page, show the upload but doesn't actually create the site.

I'll add my two cents as best I can, since I haven't
published anything in a long time and am trying to get
away from Frontpage, mostly because I want to code by
hand, mostly for the challenge. But from what I remember,
these are the things you need to have working to publish
a web correctly.

1. Frontpage Server Extensions almost always must be
installed on Rogers Servers if you wish to use Frontpage
features.
2. You must also make sure that you have the _vti_
folders to the server. Most FTP servers assign a hidden
property to these, so that you can't see them but if
there is a way to modify your FTP client to show them. In
CuteFTP you go into the Filter settings, and then
click "Enable server side filtering (Server applies
filters) checkbox, and under the filter property type in
-la <- Type only -la !!!
Make sure those folder have been uploaded.
3. As somebody else said, make sure your homepage is
named correctly.

This is a BIG guess, but I suspect that what happens is
Frontpage creates the required folders for you when you
use the publish feature. Therefore, some folders (like
the _vti_ ones) that are not on your computer when you
copy your website folder over FTP are made on the server
by Frontpage. I'd suggest you try publishing your website
to a local folder, like c:\mywebsite and then dragging
the contents of that folder over to the server using FTP
voyager. Make sure that index.htm(l) is in the root
folder on the remote (server) folder.

it is that I am missing. My web pages were written using
Front Page 2000 and the following are the files. It looks
like I have everything. If you have any suggestions, I
would greatly appreciate the help.
