So you do not have to test your pages as a File and get warnings.
But testing your pages locally on HTTP Server and you get a working page!
If get a warnings with a Web Server @ 127.0.01 it will be on your website too!

FrontPage addins do not work on Web Server 3.5 But you know if they working right in FrontPage
and you test all but the addins to see how your page look and before Publishing to your website!!

Issue resolved...strangely it was being caused by my serving/testing the
pages locally on my laptop. Once I published them to the site the warnigs
went away.
The warning was something like "your local security settings dont allow you
to download this file" It was not caused by IE advanced file options,pop-up
stuff,etc......checked all that.

I am trying to allow a download of an MP3 from within an IFrame but
IE keeps throwing security warnigs and not allowing the download?
I dont want my visitors to have to hassle with changing their security
settings.
How can this be accomplished?
