Yes I seem to have administrator rights, and installed as the user.

FrontPage opens the file(s) no problem.

Have done all of the above, and it has not helped, I still get the
Error dialog box "Couldn't open file C:\Documents", (when I try
to open FrontPage directly from a .htm file, or a shortcut to the file).
