What was used to create the file you're trying to open??

Actually it's for security purposes and it is beneficial. Does take a little getting used to
though.

That's normal for 2K and XP, becasue each "User" has they're own settings, documents folder
etc.

When you install XP it automatically creates an administrators account, and one user
account, the user account having the name you assign during the install.
The user account "normally" has administrator privileges.
To verify this, go to Start > Settings > Control Panel, and double click Users and
passswords.
The user name you are logged on with "should" have administrator priviges.
However, if you installed FP 2003 when logged on as the user this is not an issue.
What happens when you open FrontPage and then click File > Open and browse to the file and
try to open it.
Also, is this file inside of / part of a web?? ( a folder with the globe icon on it. )
Something else to try. Go here: http://www.95isalive.com/fixes/fpclean.htm
and download a copy of FP Cleaner. Since you're using XP download the "Installer" version.
When installed run all of the functions:
Restore default toolbars.
Clear FrontPage Temporary files.
Clear FrontPage Web Cache files (*.web )
Then reopen FrontPage and see what happens.
