You need a 'paint' program such as Paint Shop Pro or PhotoShop to create
images that can be saved in the .gif file format.
Usually the 'photo editing' programs specialize in photo 'touch-up' and do
not have features to create images from scratch. I have favored PaintShop
Pro for web related imaging as it is more than $500 less expensive than
PhotoShop, has better support, is easier to use and has as many features for
web imagery than any other program noting PaintShop Pro it has recently been
acquired by Corel [1].
