The latter will only be possible with an ActiveX control. And since only IE supports this and many wont allow it to be installed, it should only be considered for Intranets where you can dictate the browser used and what is installed.

I know about FTP, that's not it.... Essentially I'm looking for the
same type of thing (with some controls to make it more friendly to
your average user). I'm asking this with regard to Front Page not
because I'm an idiot (well, maybe), but because I want to be able to
design this into a web page, so that I can put other features around it.
It would be for an Intranet page, where all the files are on servers
in our LAN.
So it sounds like this isn't something readily available out there
that I have just missed due to lack of experience.

        Yes, that exists. It is called an FTP Server. Has nothing to do
        with FP though. You can check with your provider if they offer
        an FTP Server. The users would then use an FTP client or IE's
        FTP view.
