time a developer says to "trust the design" I immediately want to extensively test the design. That is unless the designer/developer is one I know and can trust to have already done so (this means a track record for doing so).
The design is only one row is active at any time, so there is no need to use max() to find the most recent record, but checking only a flag. I don't know whether this is a good design.
