I am not sure where you could get the specs for the XLS format. I looked
on MSDN and did not find anything.

Since the COPY TO command is not working for you, have you tried the
EXPORT
command to send the data to XLS format?

How when using the COPY TO command do you keep the numeric fields numeric
and character fields character when copying to XLS?
