I've done something similar to this, but it is pretty kludgey.
I put several boxes on the report of varying widths and set
their "Print When" expressions to print the one that best fits
the needed width for that record. This has allowed me to
make some pretty involved horizontal bar charts. You could
use the same technique for your situation.
