subclass pageframe has no tabs

I made a class in a class library that is a form with a pageframe that has
two pages. The pageframe has memberclass set to a custom page class.

When I create a form based on that form class, the included pageframe does
not show its page tabs. It has two pages as expected, but they cannot be
selected because the tabs do not show.

Please, somebody tell me that this is not a bug that will get fixed next
year, and that I can easily work around it by doing x.
