VFP app is not displaying window or task bar icon

This is a very strange problem.
We had an application with multiple VFP6 program running on Windows 2000 pro
SP2. Everything worked fine. Then over time as the user applied additional
Win2K service packs and security patches problem began.

The programs would occasionaly issue an error message:
Fox engine DLL error. These became more frequent with time to the point of
making it unusable.

Next we decided to start over again figuring the user had corrupted Windows
somehow. We formated the drive installed from recovery CD, then downloaded
and applied ALL windows updates. Next we installed the VFP apps again using
setup programs created using VFP setup wizard which installs the vfp6
runtime along with the app.

Now when we load the VFP apps it appears that nothing is happening. No
application window, no icon on the task bar. But if we look in the Task
Manager processes list the vfp apps are running.

If I run the apps by loadin gVFP6 first then issuing DO pgmname in command
window the program run OK but look strange due to VFP running.

Any ideas on what could be causing this? I have searched everywhere and
have not found any info.
