Strange behavior on a Novell system

I hope this rings a bell with someone, it has me scratching my head.

Recently we instituted a security policy on our companies Novell
network due to some users abusing the non-policy we had for 10 years.
Nothing special, we created groups for the different departments and
applications and set up file and directory rights and permissions as
needed. We had some glitches at first but now we're pretty much
working fine except for one application.

We have a legacy FP DOS 2.6 application that generates a "file is in
use" (error 3) when it executes a SELECT TO CURSOR line. The weird
thing is that after the first time the error executes the command
works flawlessly. Our error trapping returns the user to the main
program loop and when the re-execute the module, no error. The
program will run the rest of the day just fine.

Normally our user have a login which executes a script that loads the
application so once they sign on and get past the error they are ok.
When I run the app from the command line (and I have full supervisor
rights) the error happens every other time I start the app.

Here is our setup:
Novell Netware, Version 5 I think, sorry I'm a programmer, not a
network guy so I'm not clear about the exact rev level.

FoxPro for DOS 2.6

The app is not a compiled EXE, rather a series of compiled prg modules
(FXP).

Everyone's login uses a common CONFIG.FP which sets all of their work
directories to their local drive, C:\FOX, not a network drive.

The FOXR.EXE runtime program is in the same directory as the app as
well as all of the support libraries.

The group for this app has identical rights settings to another app
which gives us no problems. Mind you, I have full supervisor rights
on the network and I get the error every other time I run the app from
the command line.

I suspect this is some obscure Netware thing, everything worked fine
for years until we set security limits on the directory. I've looked
through both the Novell support KB as well as Microsoft's with no
luck.

Any ideas, suggestions, etc are appreciated.
