You can get West-Wind HTML Help Builder, written by Rick Strahl.
http://www.west-wind.com/wwHelp/. There is also Innovasys Help Studio lite
that ships with the Visual Studio Resource Kit.

Is there any option in HTML Help Workshop for this?
OR Do I need to include some special tags in HHP, HHC or HHK files?
