starting with vfp7, they started providing an express version of installshield, which is found external to the foxpro environment. look under program files -> installshield.
I don't care for this setup program at all, i've been using setupstream instead. i find it much easier and nicer to work with.

it could be that your hard drive is full and it cant create the necessary temp files needed to create the executable. or your hard drive is corrupted and when it tries to allocate free space on the hard drive to create a temp file, it gets an error.
make sure you have enough free space, should have over 100mb or so on any system free, or you will run into problems.
next run scandisk or chkdsk and make sure you have no hard drive problems.
