late response

I am creating program receiving/sending message using VFP 9 and winsock.
the local port is filled with a certain number (not = 0). Router and modem,
line dial-up with 14400 kbps. Each message < 100 char. My computer : HP
proliant 330, 512 Mb Ram, Xeon 3.Ghz, Windows 2003 server. Why the message
come so late ? (3 or 4 seconds)
The other side was : Tandom machine.
I 've already built .exe file. But still late.
Can anybody help ?
