7001 is a generic error that is found in System Log.
MTA and IS will not start because SA is not starting in your case.
This is what you should do:
=> Try to start System Attendant and you will get a pop up message with
error code. Make a note of that.
=> Then go to Application Log in event viewer. System Attendant would have
logged an error event there. Make a note of the event ID and the error code
in that event along with the description.
That should be your start to troubleshooting this issue. When you have these
information post the message in the following newsgroup to get a faster
response: microsoft.public.exchange2000.admin
