Cannot receive incomming email

We are having trouble receiving email from anyone outside the office.
Internally, we can send/receive just fine. Additionally, we can send email
to anyone outside the office. When someone sends an email from yahoo, msn,
or anywhere outside the office, the email never reaches the recipient and
there are no error messages sent to the sender or the recipient. Here are
some facts about this problem.
1. The Exchange server has been running for over a year with no trouble
2. There are no errors in the event logs
3. Exchange works perfectly for all internal users: send and receive
4. Email comming from the Internet does not reach the recipient, and it is
not in the badmail folder either
5. I ran a diagnostic check from mxtoolbox.com and verified that
communication is working properly and that no relay is available for outside
users
6. The exchange server is behing a firewall. DNS and SMTP ports are open
for this server.
7. Running Windows 2000 with SP4
8. Running Exchange 2000 with SP3 and post SP3 updates
Any help would be greatly appreciated.
