I believe that I have solved the problem.

I did two things for security purpose: I disabled NetBIOS over TCP/IP
and I did not have WINS installed. When I installed WINS and enabled
NetBIOS over TCP/IP I haven't found a random NDR yet.

I have a feeling it is because when Exchange polls the AD DB it gets
the exchange server attribute as a common name like "SERVER" and then
tries to poll it against WINS. I am unsure and would love to hear from
M$ guys on how it actually operates at that level.
