Normally this is Exchange telling the sender that it could not deliver the
message for whatever reason. The message will continue to sit in the queue
and an attempt will be made to send again during the next retry period. You
can look on the properties of the SMTP virtual server to determine the
retry intervals. To determine why the message could not be sent try looking
at the properties of the queue where the message is sent, it will normally
give you a diagnostics message. And/or turn up logging on the transports in
the ESM and force retry on the queue in question after right-clicking on it
    in the ESM.
