NDR generated but not send

We are running Exchange 2000 on an W2K-AS. It's the only
Exchange server in the domain. Mail recieving and sending
is no problem, the only thing is that there are no NDR's
to external addresses send. The option to send NDR in
Global Settings > Internet Message Format > Default >
Properties is enabled. After Activating Message Tracking I
find the status of my testmail: "SMTP: Non-Delivered
Report (NDR) Generated" but it doesn't get send. All SMTP
queue's are either "active" or "ready". Can someone help
me out?
