NDRs and finally Undeliverable!

I have a Windows2000 sp4 server with exchange2000 sp3 and rollup hotfixes.
Recently I have noticed out-going e-mail for certain domains are getting
stuck in the smtp queue. I get the standard NDRs and finally the
Undeliverable notification comes in. I have found this to be a problem for 4
domains so far and for out-going e-mails only . I do not use a smarthost and
I have tried the SmtpDiag tool and it reports everything is fine. After
reading the posts here I'm noticing I'm not alone here with this problem
others seems to be having the same issue but no clear cut solution. I asked
the tech at one of the stuck domains to check his smtp queue for a
connection from my server and sure enough it is there but he is telling me
the connection sits there and eventually times out before any e-mails are
received. About a minth ago eBay was having the same problems with sending
e-mails to me, I would notice sessions from their servers in my "current
Sessions" window sometimes there would be as many as 6 of their servers all
connected but sitting there until the connection timeout was reached and
they would reconnect. I don't know what they did to fix the problem but they
did solve it. I'm not sure what else to look for in trying to solve this
issue, is there any experts or anyone that has solved this problem?
