Duplicate, Triplicate, or more emails in exchange 2000

Within the last week several corporate users and hotel properties have
been recieving multiple instances of the same e-mail. It is many hours
apart however. I know there is a filter for this but I think it only
works if the messages are back to back. Is there any other fix for this
because our exchange server is reaching the 16gig limit and quite
possibly could shut down? any info on this would be most apprecciated.
