SMTP will not accept any connections

Hi there,
I have a problem with exchange 2000 and accepting incoming mail. I suspect
my SMTP service is corrupt. I cannot telnet the service on the local host. I
have removed all the authentication from the SMTP so it should be an open
relay, but I cannot connect. When you try to connect you are disconnected
immediately.
Is it safe to remove the SMTP service and reinstall or will I end up
reinstalling the server.
