Change SMTP server

    I've two Exchange 2003 servers in the same routing group.

    I would like to change the one which sends and receives SMTP mail.

    Both have a Default SMTP Virtual Server configured.

    To switch over:
    Change router settings to send SMTP to the second server.
    Stop the Default SMTP Virtual Server on the first server.
    Start the Default SMTP Virtual Server on the second server.
    It does not work.

    What step am I missing?
