As Lanwench said, it appears you are trying to use OE for pop3. You must
make sure that the client has selected "My Server requires Authentication",
then close and reopen the client for the changes to take affect. Please see

As for the telnet -
Go to Start\Run\ type "telnet" and hit enter.
This will get you the Microsoft Telnet screen (looks like a command window).
Then type open <ip address to connect to> 25
This should return you with a 220 banner of the server you are connecting
to.
