Problems installing Exch 2003

We are about to install exchange 2003 enterprise edition in our one windows
2000 domain. We have one site with 2 exchange 5.5 servers. We ran
forestprep and domainprep and installed the ADC about 12 months ago. But
now that we have brought the license we are finally going to install
exchange 2003 on a windows 2003 standard edition.

We are using exdeploy and followed all the steps and wizards. I am using
the exchange 5.5 service account which has full permissions on exchange 5.5
org and also had domain admins and local admin rights, to do the
installation

But when we do the install exchange 2003 we get the following error
message:

The Component Microsoft Exchange Messaging & Colloboration services cannot
be assigned action install because:
You either do not have permissions to complete the operation or Active
Directory has not replicated all necessary permissions for the deleted items
container.

We have installed all the prequistes for exchange on the server including
asp.net and IIS, SMTP , NNTP etc.
The server is windows 2003 standard with SP1
We have setup ADC and ran all the wizards.
We ran all the exdeploy scans and there were no errors.

Would running the domainprep and forestprep last year have some affect as it
was 12 months ago. I dont think we need to run it again. Would it say that
we need to run forest prep or domainprep if we have not run these.

Any other suggestions.
