Well, they don't *need* to. They could send via any SMTP server they are
permitted to - and I'd recommend not permitting them to do this through
Exchange. The phone provider may have an SMTP server they can use. I don't
like to open relay access at all, because it's not difficult for the
unscrupulous to exploit it, esp. if your company doesn't have a watertight
complex password policy, etc.

Have you tested relay using a POP client like OE?

Check the syntax in which they've entered the credentials. And are they
using POP or IMAP or ?
Have you looked into other options?
