Journaling and External Mailbox

I am currently trying to setup Exchange journaling feature to track all
incoming and outgoing mail to a particular third party mailbox. I have a
good article "Journaling with Exchange Server 2003" Which is very helpful.
But I still seem to have a problem.
1st off I created an external SMTP contact in Active directory to use as
my external compliance mailbox called compliance@etc1.com.
I then setup journaling to journal to a mailbox in which i created
journal@etc.com.
The next step was to create a server-side rule which forwards all mail
from journal@etc.com to the new contact compliance@etc1.com.
The problem is that all mail that is forwarded, appears to be
rejournaled in the journal@etc.com mailbox, and therefore creating a loop.
Also mail from inside mailboxes, user1@etc.com to user2@etc.com doesn't
appear to make it to the compliance@etc1.com external mailbox.
I'm stuck right now and not really sure what else to try. Does anyone have
any suggestions??
