Thanks for your update.
Based on my further research, the issue may happen when Setup Computer
Wizard (SCW) is enabled. If so, please temporarily disable SCW, and then
verify the issue.
If you have not enabled SCW, according to my investigation on the case with
the same symptom as yours that the System Attendant service cannot be
started during reboot and user can manually start the services, the issue
is much possibly related to DNS settings. Please run the latest version of
Netdiag and collect Netdiag report and sent to me directly:
v-leeli@microsoft.com. To do so, you can install the Windows Server 2000
support tools, which is under the SUPPORT\TOOLS in your Windows Server 2000
CD.
Double-click suptools.msi to install the support tool in Windows Server
2000, and the tools will be installed to the Program Files\Support Tools
folder. To run netdiag.exe, open a command prompt and change the directory
to Program Files\Support Tools, run netdig.exe again.
Alternatively, you could collect a MPS report on this server, which include
Netdiag report. To download MPS report utility, please go to:

15706/MPSRPT_Exchange.EXE
NOTE: This link can be wrapped. Please make sure that you have included the
