This may help you with the ADC issue however the ADC does not have anything
to do with public folder replication of hierarchy or content. The ADC PF
Connection Agreements are only for the directory entries so that you can
email and view the PFs in the GAL. The PF replication of hierarchy and
content still works over email just as it did in the legacy versions of
Exchange.

If you are having issues with the public folders replicating from the Ex55
to the E2K3 server as seen from Exchange System Manager, then it is
something other than this ADC issue.

Ensure that the E2K3 PF store is stamped with a proxy address. To do so
open ADSI Edit and bring up the properties of the PF store. Does it have
proxy addresses?

Do you have mailflow between your Ex55 and E2K3 servers? If not you need to
establish mailflow between them in order for PF replication to work as it
does go over mail messages.
