They'll get warnings for the first 'trigger' and won't be able to send
outbound mail when they are at the second 'trigger'. I would avoid setting
the third one entirely (no send or receive) as it penalizes the sender. You
could start by just setting the 'warning' one & give people a chance to do
some cleanup before setting the 'no send' one.
