Disabling Forwarding Rules at the server

Hello,
I see articles on how to disable the users ability to
auto forward mail using rules on Exchange Server 5.5 but
I can't seem to find any info on how to do this in
Exchange 2000. We don't want users relaying sensitive
company info out of the company.
Any help would be appreciated.
