It's URLScan, anyway. I believe it's there by default on IIS6, which is what
you have on Win2K3. It's time for you to sit down and draft a good
documentation of this behavior to your users. Tell them it's by design, and
there's nothing you can do about it. Tell them "don't use this banned
characters in your subject lines". Tell them URLScan protects your
infrastructure against things like CodeRed, ColdBlue, worms and aliens from
outer space.

If they still complain, call Microsoft PSS.
