How to setup the permission of OWA

Hi.

I have a W2K server sp4 and exchsvr 2k installed. Now, at
the client side, I can access anyone's mailbox through IE:
http://>/exchange/<mailbox>/inbox/?
cmd=contents&page=1

OWA doesnt work for some migrated user E2K3 -> E2K7
... Another issue I'm encountering when migrating some users, OWA does not work ... It says they do not have permission to access the mailbox ...
