How to setup the permission of OWA

Hi.

I have a W2K server sp4 and exchsvr 2k installed. Now, at
the client side, I can access anyone's mailbox through IE:
http://>/exchange/<mailbox>/inbox/?
cmd=contents&page=1

How can I setup the permission of OWA?
