Based on the text of your event log, it appears that DNS is working fine.
The problem may happen when your server attempts to connect to the remote
computer over SMTP (port 25).
Try using telnet directly against the remote host as described in

Or using the SMTPdiag tool

If you find that the remote system has intermittent connection issues, you
can try configuring a more aggressive retry schedule, The defaults are 15
minutes for the first try followed by 30 then 60. Queuing in this case is
normal.
